Seeking
to garner public support for his budget plan before the holidays,
Governor Schwarzenegger, with the help of his political strategists,
portrayed himself as more Santa than Scrooge. However, the proposal
spotlighted in my cartoon would hardly warm one's heart. State finance
director Donna Arduin was instrumental in proposing to freeze enrollment
in California's Healthy Families program, having successfully implemented
a similar cap on low-cost health insurance while state budget director
in Florida. If the results in that state are any indication, as
many as 100,000 of California's children could soon end up on a
waiting list for health coverage.
